ISPOR Russia HTA – Joint ISPOR EMEA Chapters Meeting at ISPOR Europe 2019
During the ISPOR Europe 2019 in Copenhagen, Denmark a joint meeting of ISPOR Regional Chapters in Europe, Middle East, and Africa was organized during which current status and the latest trends in the development of health technology assessment (HTA) system in the regions were discussed.
Sarah Garner from the World Health Organization (WHO) opened the meeting providing WHO’s perspective on the topic and particularly emphasizing personal willingness to support the development of HTA in the EMEA region.
In Russia, comprehensive assessment of drugs is regulated by the Government decree № 871 that supported the implementation of new assessment scales and assessment of quality of pharmacoeconomic studies. The HTA development in Russia focuses on defining the willingness-to-pay threshold, the implementation of price negotiations and managed entry agreements, developing HTA for medical devices and cell and gene therapy.
In Turkey, Health Transformation Programme transformed the country towards a new era of HTA. A substantial number of HTA reports were published and the impact of HTA reports was evaluated. The main objectives of HTA implementation in Egypt include credibility, transparency and accountability in decision-making process – to reduce and/or control healthcare costs and achieve better quality of health services. As presented during the meeting, in December 2019 an independent HTA agency was to be formed in Ukraine and a roadmap was created to support the transformation of Ukraine healthcare. Challenges and barriers of HTA system in Poland were also discussed. As indicated in the presentation, in Tunisia, HTA agency works with decision-makers and academic societies to improve quality and efficiency of healthcare, promote the use evidence-based medicine as well as cost-effectiveness and budget impact analysis in the decision-making.

Health Technology Assessment: Value-Based Healthcare
ISPOR Russia HTA Chapter has been a co-organizer of the IV Scientific and Practical International Conference Health Technology Assessment: Value-Based Healthcare, which was held in Moscow, November 23, 2017.
Value-based healthcare is a healthcare delivery model that is focused on controlling outcomes important for patients and costs of treatment. By focusing on outcomes, value-based healthcare helps healthcare providers to manage costs and deliver improved medical care within limited financial resources.
The main goal of the event was to harmonize approaches for development of the healthcare system in Russia and concept of the value-based healthcare implementation in Russia. Number of adjacent topics also were discussed during the Conference, including increasing of cost efficiency on healthcare, development of quality criteria of medical care, information in healthcare, international experience of development of standard outcome measures. Presentations from international experts on value-based healthcare implementation experience from Sweden and Germany had a great success and brought a lot of discussions among the attendees of the event.
The representatives of the Federal Assembly of the Russian Federation, State Duma of the Russian Federation, Federal Compulsory Medical Insurance Fund, Ministry of Health and Ministry of Finance of the Russian Federation took part in the event. Health Technology Assessment Horizon Expanding Within Eurasian Economic Union
ISPOR Russia HTA Chapter is a Co-organizer of the International Practical Conference in Astana, Kazakhstan, April, 2017
International Scientific and Practical Conference Health Technology Assessment Development in the Eurasian Economic Union, held on April 27-28, 2017 in Astana, Kazakhstan.
This Conference was devoted to issues of developing the health technology assessment (HTA) system and funding innovative and costly health technologies in the Eurasian Economic Union (EAEU) countries.
This event was aimed at consolidating HTA efforts in the EAEU, establishing an expert platform for determining further development route and prospects and possibilities for HTA integration in the EAEU countries as well as educating on basic HTA principles.
The conference was attended by leading EU and EAEU experts in HTA and drug provision as well as representatives of ministries of healthcare and medical insurance funds of the EAEU member countries.
The conference has been organized by ISPOR Russia HTA and ISPOR Kazakhstan Chapters; has been supported by the Ministry of Health and Social Development of Kazakhstan Republic, Board of the Eurasian Economic Commission, Ministry of Health of the Russian Federation, Financial Research Institute of the Ministry of Finance of the Russian Federation and Interparlamentary Assembly of the CIS Member Nations.

ISPOR 19th Annual European Congress in Vienna, Austria brought together under 5000 attendees from 89 countries of the world; congress featured nearly 2,500 presentations and included decision-makers, government officials, leading researchers and experts, academicians, students, pharmacists, public and private payers, HTA bodies, patients, patient advocates and many other stakeholders.
EMEA chapters showed great enthusiasm in organizing eminent meetings presenting interesting and urgent topics for the discussion, attracting numerous audience.
ISPOR Global Networks acknowledge a notable participation of ISPOR Russia HTA Chapter Activities at the Vienna Congress: CEE Network Executive and Working Committee meetings, CEE Network Reception, plenary sessions, poster and podium presentations, issue panels, etc.
ISPOR Russia HTA Chapter conducted a joint meeting discussing with the representatives of Kazakhstan, Russia St. Petersburg, Hungary, Armenia Chapters about the implementations of HTA in their countries. Many other exciting topics of great interest for all the attendees have been discussed.
Third International Scientific and Practical Conference:"HTA: Innovative Technologies Implementation"
ISPOR Russia HTA Chapter is a coorganizer of the 3rd International Scientific and Practical Conference to be held on 3 October 2016 in Moscow, Russia
The basics of healthcare system performance and quality of medical care enhancement are research, development, implementation and reasonable application of modern innovative technologies.
Implementation of innovative technologies and pharmaceutical leads to changes in approaches to disease mangement and in some cases significally improves outcomes and patients' quality of life. However, technological innovations are often associated with a significant increase in healthcare system costs.
International experience shows wider involvement of not only payers, healthcare experts and economists, but also representatives of industry, and the patients themselves in the negotiation process on the financing new technologies. Implementation of innovations in healthcare, unlike that in many other areas is directly related to the healthcare system's ability to make economically viable decisions and the development of the concept of HTA.
This event is supported by the Ministry of Health of Russia Federation, the Council of the Federation Committee on Social Policy of the Federal Assembly of the Russian Federation, Center of Healthcare quality Assessment a nd Control, Financial Research Institute of the Ministry of Finance of the Russian Federation, Autonomus Non-Profit organization National Center for HTA (ANO NCHTA) and the Skolkovo Foundation.
The conference is expected to be attended by European and BRICS countries' HTA agencies and EUnetHTA as well as by the local and international HTA and drug supply experts, etc.
