Determining If Delphi Panel Qualitative Insights Can Be Useful When Informing Drug Pricing Related Decisions in the Drug Development Stage

OBJECTIVES: To determine whether use of Delphi panel to investigate factors influencing pharmaceutical drug pricing decisions could offer insights regarding pricing dynamics to manufacturers and healthcare decision makers.
METHODS: A targeted literature review (TLR) was conducted to identify published studies that used a Delphi panel to explore factors that need to be taken into consideration when pricing a drug. The key terms searched included: ‘Delphi panel’, ‘consensus study’, ‘drug pricing’, and ‘drug cost’. All searches were conducted on PubMed and Google Scholar for articles written between 1995 - 2024.
RESULTS: In the studies reviewed, Delphi panels were widely used in healthcare, including in identifying treatment related unmet needs, shaping treatment guidelines, and pharmaceutical value-based contracting. However, there were limited published studies that used a Delphi panel to gain consensus on factors that impact drug pricing and informing public policy.
CONCLUSIONS: TLR highlights that further published research is needed to expand the applicability of the Delphi methodology as it could potentially be applied to gather insights from a panel of experts or stakeholders around various aspects that influences pricing of the drug, enabling pharmaceutical companies to make well-informed pricing decisions during the drug development process.
