Moscow, Russia – Russia has recently seen a significant increase in interest from state establishments and expert organizations towards the introduction of information technology (IT) systems in the health care decision-making process covering decisions on access to drugs. Automated expert systems in the field of drug evaluation and appraisal allow for standardization of the expert assessment procedure and a reduction in bias in decision-making, thus securing the selection of the most effective and economically grounded medicinal drugs.
Moscow’s National Center for Health Technology Assessment’s (NCHTA) initiative to create IT tools for health care decision making has resulted in the development of an automated “Dossier” system. This system has proven to be an effective instrument for multi-level interdisciplinary expert assessment of medications before their inclusion in reimbursement lists.

Value in Health Regional Issues, researchers from the National Center for Health Technology Assessment’s, analyzed the main advantages of the automated “Dossier” system in standardizing and streamlining the submission process and consequent expert assessment of the drug listing applications. They set out to determine if such a system can improve the decision-making process on both regional and federal levels.
In addition to a significant improvement of decision making on reimbursement lists the “Dossier” system allows for pharmaceutical industry to be directly involved in the application submission process. Since the “Dossier” system requires that the applicant performs a comprehensive analysis of the drug (s) in the real world setting, the industry is able to use this to develop a viable market promotion strategy that takes into account the existing treatment pathways and capacities of the local budgets.
Vitaly Vladimirovich Omelyanovskiy, MD, PhD, Professor, NCHTA and the Russian Presidential Academy of National Economy and Public Administration (RANE) states: “The development of this system (Pharmec system) was a logical follow-up of the work started by the National Center for Health Technology Assessment to develop automated systems for compiling and performing expert assessments of drug reimbursement lists. This system most, specifically impacted the ABC/VEN/DDD Analysis Program (designed with the participation of the PharmCompile Company) and the automated system of forming positive drug lists “Dossier.” The article describes the procedure for compiling regional drug lists on the basis of automated system “Dossier”. It also discusses the basic principles and characteristics of the system, procedures for submitting the application form (dossier) for regional drug listing, and expert assessment algorithms.”
