Training and Active Social Participation in the Incorporation of Health Technologies in the Brazilian Unified Health System

OBJECTIVES: To offer training to law people on the process of technology assessment in the Brazilian Unified Health System, including the fundamentals of clinical epidemiology and the decision making process.
METHODS: This is a cross-sectional study that describes health education strategies based on the creation of five didactic videos on topics related to the health technology assessment and the processes that involve its evaluation through the National Commission for the Incorporation of Technologies. The videos were constructed from scripts prepared by specialists in health technology assessment in accessible language on topics previously selected by patient associations and sent to users and participants of the associations, selected for convenience. After watching the material, the participants answered an online form containing questions related to the content`s understanding, quality, and duration, in addition to making criticisms and sending suggestions for improvement of the video.
RESULTS: The feedback sent by the participants brought several suggestions, for example, the adoption of accessibility tools for people with visual and auditory disabilities, including racial diversity in movies, and highlighting the importance of using everyday examples to facilitate the understanding of users on the topics addressed. The suggestions for improvement will make the material more user-friendly.
CONCLUSIONS: Health training strategies seek to solve users' lack of knowledge about technology incorporation processes in the Brazilian public health system. The user is empowered, and the system is strengthened by health education. It includes social actors in health decisions, privileging the public interest. In a second moment, all videos will be made available on a digital teaching platform to train users with subsequent evaluation through interactive games.
