Ejadah: Implementation of Value-Based Healthcare in Emirate of Dubai

OBJECTIVES: Dubai Health Authority (DHA) is pursuing the implementation of Ejadah, a performance management framework designed to help transform current practice from Volume Based Care to Value Based Health Care. The aim is to develop and implement Key Performance Indicators (KPIs) according to evidence-based clinical practice guidelines to support healthcare professionals and healthcare systems adopt practices to optimize patient outcomes and reduce expenditure. To facilitate international benchmarking in compliance with Dubai Health System Performance Assessment Framework (Dubai Health SPA) that is developed collaboratively with OECD.

METHODS: Ejadah will cover clinical, economic and humanistic KPIs, including clinical, safety, operational and financial metrics. Thirty therapeutic indications have been selected based on the burden of disease, clinical and financial priority, enabling monitoring of healthcare activities across Dubai. Selected KPIs shall be internationally benchmarked within the Dubai Health SPA framework recognized by OECD and shall be used to monitor the uptake of evidence-based medicine and aid in behavior change in patient care. MDS360 Analytical Platform will deliver a standardized, comparative quality monitoring and benchmarking system to support the evaluation of payors, providers, and clinicians in Dubai.

RESULTS: Ejadah program is planned to be launched in phases. The first phase was launched in November 2022 and included six indications: T2DM, Asthma, URTI, Maternal care, Low back pain & GERD. Training of the payors & providers was conducted on the KPIs for these indications. Baseline analysis and international benchmarking of KPIs after first six months of the launch of the program will be presented to show Dubai health sector’s performance.

CONCLUSIONS: Ejadah will improve government oversight of healthcare services enhancing efficiency of health care, improve clinical outcomes as well as patient experience. It will further establish Dubai’s position as a global medical destination by introducing value-based, integrated high-quality service delivery system.
