Initiative Leaders Report on the Progress of the ISPOR Health Economics and Outcomes Research Competencies Framework

 Barcelona, Spain—13 November 2018—ISPOR, the professional society for health economics and outcomes research, held a session this afternoon at ISPOR Europe 2018, “The ISPOR Health Economics and Outcomes Research (HEOR) Competencies Framework: Guiding Professional Development for the Field of HEOR” [F11]. ISPOR’s HEOR Competencies Framework initiative seeks to comprehensively define the HEOR discipline, including the competencies that professionals need for success in the field, the competency gaps that are often seen in candidates and employees, and the training and education gaps that need to be addressed. In this session, initiative leaders provided an overview of the work completed to date. Results from 3 surveys conducted to inform the development of the initiative were also shared. The HEOR Competencies Framework is currently in phase 2 of a 3+ phase initiative. Phase 1 included the identification and codification of a “super-set” of key competencies that are needed by HEOR professionals for success in the field. Phase 2 involves identifying the “competency gaps” that currently exist. A series of surveys were recently conducted toward the goal of assessing competency gaps in HEOR—surveys were sent to ISPOR members to provide validation of the competencies and to academic members to help identify training and education “gaps” that exist. “The diversity and complexity of the HEOR discipline has evolved in its relatively brief history and existence,” noted speaker and initiative leader Dr James Murray. “HEOR has evolved to have unique combinations of existing competencies (such as statistics) and more recent technical competencies (such as health technology assessment). The surveys indicate that there is a huge need for private-public partnerships between industry and academia to address the strategic and experiential needs of HEOR professionals. We have been quite encouraged by the enthusiasm and support expressed for the Competency Inventory. It is clearly the time to develop and implement a formal model of the HEOR competencies.” The ISPOR HEOR Competencies Framework a collaboration between the Society’s Institutional Council and Faculty Advisor Council. Since its inception in 2017, the Initiative has identified an inaugural inventory of HEOR competencies. ISPOR Global Panel Proposes New Structure to Improve Definitions of Digital Health Interventions

ISPOR—The Professional Society for Health Economics and Outcomes Research announced today the publication of a report from the ISPOR Digital Health Special Interest Group that proposes a new framework to help standardize and clarify definitions used for digital health interventions. The report, “The PICOTS-ComTeC Framework for Defining Digital Health Interventions: An ISPOR Special Interest Group Report” was published in the April 2024 issue of Value in Health.
