Empowering Patients to Be Effective Stakeholders and Partners in the EU HTA Process

ISSUE: Creating educational content on the HTAR for patients while the implementation is still ongoing.
OVERVIEW:
Next year, the HTAR comes into full effect and the joint work of the clinical domains shall commence. Over the course of 2024, 6 implementing acts have been announced as part of the European Commission’s rolling plan; they will provide in-depth rules on a JSC, JCA and Conflict of interest. Patients play a key role in the shaping the new EU HTA process and will need up-to-date tools and trainings to be informed and effective stakeholders. Patients and patient organisations have identified a clear gap in their knowledge and capacity for the EU HTA process and the subject of HTA more generally. For patients to be fully informed, they will need trainings on the division of tasks at the national and European level (starting in 2025). Patients are just one of many stakeholders who have expressed their frustration and difficulty in accessing such a complex topic that is constantly evolving. Training resources will need to be regularly updated to account for the implementing acts and to give clear examples, once the EU HTA process has begun. EUPATI (European Patients’ Academy on Therapeutic Innovation) has been co-creating educational materials in a multi-stakeholder approach. Since its inception, EUPATI has had patients at the table and this guarantees that our resources are in patient-friendly language. Through the HTA4Patients Project (EU4Health), EUPATI and its partners have co-created a free e-learning course and online training sessions on the HTAR for patient groups. In this project, EUPATI has identified a number of challenges in creating and disseminating materials in this evolving area. The diverse speakers present will put forward their recommendations in order to bridge the gaps in patient’s knowledge and capacity and thereby ensure patients are well infomred and meaningful stakeholders.Conference/Value in Health Info
