HTA has become instrumental to support access to novel medical technologies. In Latin America, there is an increasing trend towards its use, with different levels of adoption and implementation, as a mechanism to support resource allocation in health care. Several challenges have been raised, mostly related to the limited availability of technical and financial resources, local data, institutional infrastructure and political will, to guarantee on time and systematic use of evaluation methods and decision making. Increasing demand from healthcare professionals, patients and caregivers to be part of the process is also a reality, even though the pathways are not always clearly defined. Dilemma for decision makers in Latin America still remains in how to balance the need to adopt more efficient mechanisms to broaden access for patients to value-added medicines, while maintaining financial sustainability. As research and development efforts are rapidly transitioning towards “potentially curative” technologies and “disruptive innovators” but budget-constraints are expected to remain constant, coverage and financing of novel treatments by decision makers in the region will require a combination of improved methods for HTA and expanded dimensions to be considered, added to collaborative efforts among health care system stakeholders, in order to make them accessible for patients. In this symposium, advances, evolving trends and challenges for inclusion and coverage of novel technologies in Latin America will be discussed.
