AN ANALYSIS OF CONTINUED CASH BENEFIT- PERSONS WITH DISABILITIES OVER 16 YEARS OLD

OBJECTIVES To identify the profile of the applicants to the Continuous Cash Benefit - BPC - People with Disabilities and the main reasons for rejection. For people with disabilities, poverty acts as an aggravation of their disability and promotes poverty. About 25% of the population live on the poverty line in Brazil. The BPC is a public policy of assistance that guarantees to the disabled and the elderly over 65 years, the granting of a monthly minimum wage. In order to obtain the benefit, it is necessary to prove the gross monthly family income per capita below ¼ of a minimum wage and, in the case of persons with disabilities, their condition attested by means of medical and social medical evaluation.

METHODS The data were collected through Expert Medical Assessments - Person with Disabilities - 16 years or more performed between May 2015 and December 2017, which were made available by the Brazilian National Social Security Institute. The analysis of the profile of the demand and the concessions was carried out through the multivariate technique Factorial Analysis and the construction of indices from the factorial scores.

RESULTS There were prevalence of BPC requirements by male, adult and incomplete elementary school students. The relationship between the groupings of the functions present in the evaluation and the prevalent International Classification of Diseases -ICD 10 showed the prevalence of diseases related to "Mental and Behavioral Disorders". Rejections override the concessions and its main reason is the failure to consider the disability as incapacitating.

CONCLUSIONS The BPC is an important resource to beneficiaries, since it aims to improve the quality of life populations living in extreme poverty in Brazil. Results shows that the deficiency is still very much linked to the biomedical model and not to the biopsychosocial model.
