THE TRAJECTORY OF PRIVATE HEALTH INSURANCE IN BRAZIL IN THE CURRENT CONTEXT OF CRISIS AND PARADIGM CHANGE

OBJECTIVES This analysis of its trajectory from the founding of the Brazilian Agency Regulation of private health insurance (ANS) in 2000. The common welfare in the field of supplementary health is connected with the provision of quality service, in order to reach the common interest of this restricted public. Such an attainment may contribute to the general good. In a dynamic context, interest groups that populate the field of supplementary health in Brazil influence the discussion of the perspective of common interest. The logic of the common interest treated here unfolds from the confluence between interests, the State and the Market (Braudel) and the public and the private (Negri). From this perspective, the objective of this study is to provide an understanding of the ANS trajectory and contribute prospectively to a better functioning of the supplementary health regulation in Brazil. METHODS In order to understand the trajectory and consolidation of supplementary health regulation in Brazil, the main regulatory acts of the ANS throughout its existence were analyzed. These regulations were then classified and grouped according to the prevailing tone in each period. RESULTS The main groups identified in chronological order were: Economic regulation: the first wave; welfare regulation: the second wave; informational regulation: the third wave; regulation in the context of political crisis and economics. This one deeply affected by the fourth wave. Finally, the development of prospective scenarios pointed to the possibility of a (fifth) next wave: Creative Destruction? CONCLUSIONS This paper aims to contribute to broaden the debate about the future of health insurance regulation in Brazil. From this debate will be possible to delineate a minimum agenda that contributes to the recovery of the economic-financial sustainability of Supplementary Health and, by extension, the solvency of the health system as a whole.
