VALUE OF DIAGNOSTIC INFORMATION- HOW TO MOVE FROM CONCEPT TO REALITY OF EVALUATING AND MEASURING THE VALUE OF DIAGNOSTIC INFORMATION

ISSUE: Health systems seek to address patients’ unmet health needs and governments strive to keep healthcare spending sustainable, while providing equal access to care. This has fuelled debate around what constitutes a valuable healthcare intervention in a health system. Until recently, the value of diagnostic information was not explicitly included as part of this discussion. However, investment in diagnostic information (in application of diagnostic tests) can be a key development as such information may increase healthcare efficiency through improved clinical decision making and make valuable innovations available to patients. Even though, diagnostics only account for 0.8% of total healthcare expenditure in Europe, they affect around 70% of all clinical decisions, making them influential in the clinical pathways. OVERVIEW: This panel will debate the concept of value of diagnostic information (VODI). VODI is a holistic framework that accounts for the full range of potential benefits of diagnostics beyond the clinical, cost-effectiveness and/or health economic domain. Tailored methodologies are needed to define and measure the different domains of value in a framework adaptable to the perspective of the various stakeholders. In unveiling VODI, it is important that the full range of consequences, including clinical and economic outcomes, is taken into consideration. Some important attributes related to VODI are difficult to measure or attach specific value (weight). However, this does not mean they should be left unaccounted for. Yves Verboven will present the concept which is the result of international multi-stakeholder dialogue aimed at recognizing, building and advancing the role of diagnostic information. Lydia Makaroff will present patient view and Erik Koffijberg will present the challenges involved in operationalizing the VODI framework, and methods to support this framework, from an academic perspective. The aim is to contribute to a broader debate about the best way to define, evaluate and reward value for diagnostic information.
