ISSUE: Patient preferences are increasingly valued in informing assessments and decision-making along the whole lifecycle of drugs and medical devices, collectively called the medical product lifecycle (MPLC). Industry, regulators, HTA bodies and payers are currently exploring the use of patient preferences in their processes and decision-making. In Health Technology Assessment (HTA), patient preferences are believed to provide a health condition perspective and to improve the usefulness, appropriateness and acceptability of the assessment. While patient preferences are increasingly recognized as valuable information in HTA, there is no consensus on their role in HTA and a structural approach to their inclusion is lacking. OVERVIEW: The aim of this European multinational (Belgium, Germany and the United Kingdom) issue panel is to discuss if, when and how patient preferences can be included in the HTA process and how operational barriers should be addressed from different perspectives including the patient, academic and HTA perspective. Eline van Overbeeke will moderate the panel and provide an overview of barriers as identified in the interviews and focus groups performed by the IMI PREFER project with HTA representatives and other stakeholders across Europe, the United States and Canada. Marco Petschullies will discuss, from an HTA perspective, what he believes the place of patient preferences in HTA should be and what barriers should be addressed to allow for their implementation. David Mott will discuss how patient preferences could be integrated in the HTA process and the barriers that need to be overcome from an academic perspective. Isabelle Manneh-Vangramberen will discuss what is lacking from a patient/patient organization perspective to allow for structural implementation of patient preferences in HTA. During the issue panel, the moderator will pose questions to the panelists to create a debate on their differing views and the audience will be encouraged to participate in the discussion.
