HEALTH TECHNOLOGY ASSESSMENT ROADMAP FOR UKRAINE - THE PERSPECTIVE OF STAKHOLDERS ON CURRENT STATUS AND FUTURE OPPORTUNITIES

OBJECTIVES: The need for improving healthcare decision-making with health technology assessment (HTA) has been recently raised in Ukraine. Given the heterogeneity of HTA practices in Europe, a tailor-made HTA implementation roadmap is required by taking into account the opinion of different stakeholders. Our study aimed to describe the current environment and the future perspectives of HTA in Ukraine.

METHODS: A published survey methodology was applied to establish an HTA roadmap for Ukraine. We investigated eight dimensions of HTA among policymakers from the Ministry of Health and the National Essential Medicines List Committee, representatives of pharmaceutical companies and patient organizations.

RESULTS: CONCLUSIONS: Ukraine is in an early phase of implementing HTA with a great need of increasing number of experts and support to define HTA activities facilitating objective, transparent and verifiable pricing and reimbursement decisions. Our roadmap sets up long-term objectives based on a multi-stakeholder dialogue.
