BUDGET IMPACT ANALYSIS OF BENAGLUTIDE INJECTION IN THE TREATMENT OF TYPE 2 DIABETES IN CHINA

OBJECTIVES: The study aimed to compare the impact on insurance capital of use of Benaglutide injection versus Liraglutide injection in the treatment of type 2 diabetes in China from payers’ perspectives on both national and provincial levels.

METHODS: A Budget impact model was conducted to estimate the effect of variation of market share of Benaglutide injection compared to Liraglutide injection on health insurance in 1-3 year Epidemic information, drug price, dosage use in clinical practice were provided, as well as population characteristics on national and provincial levels in this model.

RESULTS: Benaglutide injection and Liraglutide injection account for 3% and 65% of GLP-1 in Chinese market respectively which corresponds to a population of 26,307 and 631,379 nationwide. Given that the dosage use in clinical practice of the two injections are 0.28 mg/d and 1.3 mg/d and the average cost of Benaglutide injection and Liraglutide injection are 100 yuan/mg and 22.8 yuan/mg respectively, we estimated that the average cost of Benaglutide injection and Liraglutide injection is 28.4 CNY/day, 29.1 CNY/day respectively. The total cost of treatment of type 2 diabetes using the two injections for 1 year is 272,775,232 CNY and 6,702,200,040 CNY respectively on the national level. With Benaglutide injection replace Liraglutide injection rate varing between 10%~100%, the total cost of treatment using the two drugs changed in a spectrum of 6,546,605,572 CNY and 6,686,640,594 CNY, saving a cost of 15,559,447 to 155,594,468 CNY. Sensitivity analysis showed consistency of the result with adjustments to provinces & municipalities level and time horizon in the model.

CONCLUSIONS: Use of Benaglutide injection in the treatment of type 2 diabetes in China is cost saving for Chinese health insurance budget compared to Liralutide injection. With the market share of Benaglutide injection increasing, the cost was saved more.
