ISSUE: Many countries are struggling to resolve increasing healthcare expenditure, inappropriateness of reimbursement, and inaccessibility to timely care. The Korean government also has been facing these challenges and trying to find a solution with Positive Listing System introduced for new drug listing since 2007. The PLS has made a step forward in the health care policy in which the decision making process for new drug listing based on objective evidences is made and cost-effective pharmaceuticals are selected. On the other hand, some have pointed out that the time to listing becomes longer and the patient access is hinder due to the review of cost effectiveness. Under these conditions, we should make sure how the HTA policy can be balanced among patient access, reward for innovativeness, and financial sustainability of National Health Insurance. It is expected that the panel discussion inspires audiences with diverse expertise and perspectives in view of Academia, Government, and Pharma-industry, and suggests any appropriate solutions not only for the Korean P&R policy as well as the system of other countries. OVERVIEW: Through the discussion, panelists could find out good solutions fit for better patient access as well as incentives & motivations on future innovations in Korea. With regard to these issues, various experts are encouraged to debate on the issues based on their expertise from academia on HTA, government officer as a payer, and local and global industry representatives, and approach to appropriate solutions and recommendations. Sharing in-depth analysis of the Korean experiences ahead can help the Asian countries implementing their HTA system much more efficiently.
