THE MEASUREMENT OF SATISFACTION AND EDUCATIONAL IMPACT OF THE HTA TRAINING PROGRAMS IN KAZAKHSTAN

OBJECTIVES

:
The education of HTA specialists continues to be imperative to the success of HTA in Kazakhstan. Following 7 years from the beginning of National HTA programme, the present study aims to measure of satisfaction and educational impact of the HTA training programs.

METHODS

:
We have run interviews with several healthcare policy and decision makers (goverment officials, medical insurance, hospital managers etc). We also interviewed heads of HTA units. This has been an opportunity to hear their views and opinions on HTA. Interview to determine the success of training HTA in the target groups and impact on the health system. The results were qualitatively analysed.

RESULTS

:
The interview was applied to 68 interviewers. The interviews done for the project have revealed that there is a great interest for HTA by interviewed, although the awareness, especially on hospital based HTA, is limited. We observed that they would like to develop their technical skills and learn more of HTA. The 14% negative response was received on the role of HTA on decision-making in health policy, 33% - doubts about YES, 49% - a positive response. The process of training HTA was well developed: 7% - negative response, 31% - doubt, 57% - positive response. 4% interview was no valid. The high educational HTA impact was marked by interviewers from tertiary care hospitals, but primary healthcare interviewers did not noted some impact.

CONCLUSIONS

:
The necessary to expand HTA training at the university. There is a strong need to differentiate the HTA for medical procedure, pharmaceuticals, medical devices by level and approches. The necessary to develop HTA for patients and patient-oriented groups. There is an area for the development and improvement of HTA training in the healthcare system of Kazakhstan with the use of world experience.
