DEVELOPMENT OF HTA IN KAZAKHSTAN

OBJECTIVES: HTA was introduced in Kazakhstan in 2009 as a result of an agreement of Kazakhstani Government with World Bank. As a consequence of this project, an HTA unit was created as part of Republican Centre of Healthcare Development(RCHD). There is lack of evidence on HTA concept in Kazakhstan, therefore, this research aims to gather information on the current state of development, processes and resources used in HTA in the country. METHODS: A semi-structured questionnaire consisting of 58 items was prepared in qualtrics in three languages: English, Russian and Kazakh, and was distributed online and on hard copies to the HTA specialists acquired from RCHD. The questionnaire used a set of fifteen principles proposed Drummond et.al. (2008) and ISPOR, also it included questions on the scopes of HTA proposed by WHO in the survey on HTA (WHO 2015). The response period was set from 7/Feb to 17/Mar 2015. Descriptive statistics were used to summarise the obtained data. RESULTS: Overall response rate was 83%. 63% of respondents undertake HTAs, 25% access HTAs, 13% coordinate HTA activities. Half of the respondents replied, that HTA is mainly privately funded with some government contribution. The most commonly assessed type of technology are drugs. In 88% of the cases new technology is selected for HTA. Various methodologies are used for HTA, the most common answer was comparative analyses, and cost or economic analyses. Both systematic review and meta-analysis are used for synthesis of evidence (75%). Whereas, methods and results of the HTA are made available to the public in all cases, it is common, that decision makers’ meetings documentations are not (80%). All respondents agreed, that the state of methods used in the field of HTA in the country is not mature and requires further development and validation.  CONCLUSIONS: Survey gave an overlook on HTA development level in country, and fulfiled existing gap of knowledge about it to some extent.
