ISSUE: RSA are new and promising payment mechanisms widely implemented in Europe and United States, nevertheless in Latin America there are just a few official experiences operating. Given that these PM require the confluence of many key stakeholders, the panel will debate what factors are preventing RSA to become possible in the region. The panel reflects the perspective of key stakeholders. Each panelist will present in 10 minutes their unique perspective on the factors counteracting RSA`s implementation in the region. From the academia Louis Garrison will debate what capacity building is necessary to form towards the comprehension and development of RSA. From the health sector, Rony Lenz will debate what complications insurances embrace in their implementation and how they deal with uncertainty. From the industry, Diego Guarin will debate what obstacles the industry faces when it comes to RSA proposals. This will be followed by a 15 minutes Q&A section intended to engage the audience in future solutions suitable for the regional context. OVERVIEW: Risk sharing agreements are inserted in multifactorial uncertainty and complex political contexts. Many factors could be involved in this situation and might prevent RSAs to become a feasible payment mechanism for the region. RSAs demand the collaborative confluence of many stakeholders, many of them from different sectors and with different objectives. Given that there is the need of a close coordination between them, RSAs are proving hard to implement, especially in fragmented sanitary settings as the Latin American environment.
