ISSUE: Health care is beginning to see a wave of next generation molecular tests that include dozens to hundreds of biomarkers. While these tests enable collection of a more comprehensive set of patient data and have the potential to transform care practices, their entry has raised challenging health outcomes and reimbursement questions. How will next generation tests address unmet needs not addressed by simpler tests? What evidence proves that they improve care and outcomes? Will they be cost effective? How do we handle unanticipated results? What if test results point to use of multiple therapies? How may these tests alter the precision medicine value proposition and clinical practice? What new HEOR considerations must be addressed to value next generation tests?
OVERVIEW: This panel will debate the implications of next generation diagnostics and consider how HEOR and patient management approaches will change as a result. Eric Faulkner will open the panel with an overview of the unique implications of next generation testing for patient management, using case examples and results from a recent diagnostic methods study and global case examples and payer research to discuss unique considerations for value demonstration. Nick Poulios will offer a next generation test developer perspective and discuss practical challenges and opportunities associated with development of advanced diagnostics. Don Husereau will discuss payer and HTA challenges of using HEOR to demonstrate, measure, and reward value creation in next generation sequencing. Vladimir Zah will represent a policy maker perspective and discuss payer and provider considerations for integrating next-generation tests into routine practice and policy.
