PURPOSE: The ISPOR Special Task Force (STF) has produced a scientific policy white paper that reviews relevant perspectives and appropriate approaches and methods to support the construction and use of high-quality healthcare value frameworks with the objective of enabling more efficient health sector decision-making in the United States. The main emphasis is on helping public and private insurers make better decisions about whether and how to cover new technology, and to help individual patients make better decisions about treatment choices and insurance plans. The purpose of this session is to present the key health economic considerations that drove the recommendations of the white paper.  DESCRIPTION:  The white paper contains sections with extended discussion of value perspectives, elements of value, methods to aggregate those elements, and how value elements and their aggregates should be used in decision making. We will explain the rationale and approach behind the white paper, as well as alternative approaches that we considered as part of our deliberation. The workshop discussion will include how a number of value elements, such as the value of hope, the risk of contagion, labor productivity, and more could be included in a conceptual model. It will also include a comparison of cost-utility analysis (standard and expanded) with multiple criteria decision analysis, deliberative processes, and other quantitative methods for aggregating value elements. Specific considerations for decision making that include budget constraints, threshold modifiers, and affordability concerns will be covered, as will public insurance vs. private taxpayer value considerations.
