CAN RESEARCH AND EVALUATION MOVE THE NEEDLE ON TELEHEALTH AND MHEALTH? DESIGNING, CONDUCTING, AND DISSEMINATING STUDIES THAT INCREASE UNDERSTANDING OF BENEFITS AND INCENTIVES

PURPOSE:  Although some technologies have been used for telehealth for almost half a century, adoption has been slow. Now new technologies for telehealth and mHealth are rapidly being developed that are likely to increase capacity and lower costs but require cybersecurity protections and changes in care delivery. Patients, healthcare providers and policymakers are searching for information that can help inform decisions about which technologies to adopt, how to pay for the use of these technologies and how to assure they add value. Participants will gain an understanding of how outcomes research has been used to address the information needs in telehealth and mHealth, contribute to critiques of the state of the science, and participate in activities that center on brainstorming about how to develop and apply ‘break through’ methodologies. DESCRIPTION:  This workshop will summarize various approaches that have been used to evaluate clinical and economic outcomes and user experience associated with implementation of telehealth and mHealth, provide an overview of ongoing efforts, and encourage innovation in research design and dissemination. The emphasis will be on the key policy and practice questions that need to be answered to promote the appropriate, efficient use of technology in health care and how research and evaluation studies can be designed to address these questions. Participants will learn about the approaches used in three different technology assessment organizations: the Agency for Healthcare Research and Quality Evidence-based Practice Centers, the Canadian Agency for Drugs and Technologies in Health and the ECRI Institute. The workshop will analyze the strengths and weaknesses of the various approaches used in the past and engage participants in discussing best practices for technology assessment and economic evaluation of telehealth and mHealth and ideas about what evidence is needed and how to obtain the evidence to inform patient, health system, and policymaker decisions.
