STATE AND PROSPECTS OF EDUCATIONAL TRAINING ON PHARMACOECONOMICS AND HTA IN CEE COUNTRIES

OBJECTIVES: Pharmacoeconomics is a rapidly developing discipline with the formation of new approaches (HTA, MCDA), methods of analysis (risk-sharing). There is necessary to introduce a training programs for the acquisition of knowledge, skills and competencies on pharmacoeconomics and HTA, esspecially in Central and Eastern European (CEE) countries. METHODS: We conducted a short survey with ISPOR members from CEE countries and identified that some training programs on pharmacoeconomics have been introduced since 2000 at the European universities. This survey included the information about a presence of existing curricula of separate discipline Pharmacoeconomics and additional programs on HTA, and methodological support (manual, textbooks, distance learning) for studying of Pharmacoeconomics at universities. RESULTS: We received completed surveys from 8 CEE countries. Pharmacoeconomics as a separate discipline is included in the curricula for pharmacists (clinical pharmacists) in almost all countries (Hungary, Poland, Ukraine, Slovakia, Russia, Macedonia, Croatia, Serbia). However in the training for doctors as discipline was in some countries (Hungary, Poland). Also Pharmacoeconomics was studied as part of a clinical pharmacology in Slovakiaand Russia. It is positive that students of economic specialties in Hungary, Poland have studied Pharmacoeconomics and HTA. There are postgraduate programs on Pharmacoeconomics for pharmacists in all countries. The great experience have Hungary, when Pharmacoeconomics graduate study 120 hours during 4 semesters, and in Poland, Slovakia, Ukraine as well. CONCLUSIONS: Each CEE country has unique experience of introduction of Pharmacoeconomics and HTA in educational system. Training for specialists on pharmacoeconomics and HTA requires specialized approaches in CEE countries. There are different levels of educational need and various methods of pharmacoeconomics education (short courses, internships). Also it need to develop the graduate and postgraduate programs for doctors and economists, using educational opportunities including videos, webinars, online training, short courses (prior to ISPOR meetings) and education programs in HTA for ISPOR members.
