OBJECTIVES

: Two important topics for all health systems today are payment models and the need for an explicit cost-effectiveness threshold. During the plenary sessions of the 6th ISPOR Brazilian chapter meeting, polls were held concerning these issues.

METHODS

: We used an electronic voting system in which users could not be identified. We used the Likert scale to weight the answers. The options were, completely agree (CA), partially agree (PA), partially disagree (PD) and completely disagree (CD). Statements were voted at the end of each session when the participants were informed about the subject matter through plenary lectures.

RESULTS

There were 101 voters. Most disagreed that the new payment models are patient-centric [CA= 5.7%; PA= 32.2%; PD= 25.3%; CD= 36.8%]; a small majority agreed that the HTA process for the private market should be the same as that for the public market [CA= 16.5%; PA= 35.2%; PD= 24.2%; CD= 24.2%]; the majority agreed that the remuneration method influences the quality of health care [CA= 62.9%; PA= 25.8%; PD= 9.0%; CD= 2.2%]; most agreed that there should be an explicit cost-effectiveness threshold value in Brazil [CA= 47.5%; PA= 27.5%; PD= 8.8%; CD= 16.3%] and that there should be differentiated values for medical equipment [CA= 41.3%; PA= 40%; PD= 11.3%; CD= 7.5%], cancer products [CA= 47.5%; PA= 27.5%; PD= 8.8%; CD= 16.3%], and rare diseases [CA= 32.5%; PA= 28.8%; PD= 15%; CD= 23.8%].

CONCLUSIONS

: According to the Brazilian stakeholders present at the 6th ISPOR Brazilian chapter meeting, the new remuneration models are not patient-centric and the quality of health care is influenced by the form of remuneration. According to them, Brazil must have an explicit cost-effectiveness threshold, and there should be specific thresholds for medical equipment, rare and oncological diseases.
