EVALUATION OF THE VALUE OF PHARMACEUTICAL PRODUCTS IN TAIWAN

OBJECTIVES: Taiwan’s National Health Insurance is one of worldwide well-known universal health systems. Similar to many countries, which have struggled with budgeting healthcare expense, the decision makers have to face the challenge for proper resource allocation. This study aims to review the current value viewpoints of pharmaceutical product and to suggest proper value-based scheme for drug evaluation. METHODS: A task force was formed by TaSPOR (ISPOR Taiwan Chapter) to draft a value determination framework by literature review. Subsequently, an in-depth interview with ten professionals who are familiar with drug evaluation process was conducted to collect and develop the questionnaire accordingly. Fifty surveys will be given to various representatives, including payers, officers, scholars, committee members, health providers, and pharmaceutical companies through panel discussions. RESULTS: Five domain value determination framework was established initially, including “Overall clinical benefit”, “Alignment with patient concerns”, “Economic value”, “Feasibility of implementation” and “Other relative considerations”. About 13 sub-criteria statements under five domains were developed using Likert scale (5 = most important, 1 = less important). These questionnaires are to be surveyed through all selected 50 key opinion leaders in order to derive the quantified comprehensive evaluation factors and perspectives. The survey and discussion panel are in process, the preliminary outcomes will be demonstrated through the summarized scores, and interpretation will be given.
