Assessment of the Effectiveness of Primary Health Care By Health Care Managers

OBJECTIVES: to determine the effectiveness of the use and readiness to work under existing epidemic conditions of primary care, to develop management solutions to improve the work of primary health care organizations, including aspects of staffing, drugs and medical devices, equipment and transport, as well as aspects of prevention and readiness to work under epidemiological risks; management system and organization of medical care; system of professional development of medical.

METHODS: The study in 2021 included 232 medical organizations of the Republic of Kazakhstan, in the structure of which primary health care is provided. Also used graphical methods of visualization for visualization of the form of relationship between the studied economic indicators. A total of 1,754 respondents from medical organizations in 14 regions and three cities of the Republic of Kazakhstan participated in the survey.

RESULTS: According to the "Human Resources" indicator: managers note the high efficiency of management by management (96%), according to the "Provision of medicines and medical devices" indicator: managers note that they agree with doctors on the volumes and types of medicines when placing an order (93%), also Managers gave high performance in 5 more indicators.

CONCLUSIONS: Heads of medical organizations show sufficiently high assessment of the effectiveness of primary health care in the Republic of Kazakhstan. At the same time, it should be taken into account that as the head of a polyclinic it is necessary to have experience in primary health care and its duration. Coherent and effective work of polyclinic requires coordinated work of doctors and nurses, as well as other personnel of the institution and sufficient amount of equipment and medical technology. In addition, the competence of physicians depends on the competence of nurses and their smooth interaction. Good management depends on a timely and sufficient supply of medications and medical devices.
