Purpose: The objectives of this session are to describe the opportunities and challenges of applying formal value assessments to non-drug health services and procedures, discuss the development of guidelines to make assessments more applicable, and demonstrate how to use these guidelines. Description: Formal value assessment is applied largely to drugs and devices, rather than services and procedures. One reason for the discrepancy is the absence of suitable data. Most services and procedures do not have readily available or rigorous data on intervention effectiveness or cost. This session will start with an introduction to the challenges of applying formal value assessment to health services and procedures (13 minutes, Neumann). Ollendorf will further discuss these challenges as well as opportunities to address these gaps including the formation of the Broader Value Initiative (13 minutes). Oehrlein will follow with the importance of including diverse perspectives in value assessments and the Broader Value Initiative’s work (10 minutes). Neumann will present the guidelines identified by the Broader Value Initiative to help facilitate increased value assessments of non-drug health services and procedures and provide a research agenda for the future (13 minutes). The session will conclude with an interactive Q&A and discussion between audience and panel members (11 minutes). This session will benefit policymakers and researchers interested in pushing the US towards value-driven health care by expanding the scope of value assessments beyond drugs and devices to include health services and procedures.
