OBJECTIVES: One of the biggest challenges for countries that are in the initial stages of HTA implementation is skilled human capital. Taking this into consideration, leading experts from academia society and HTA designed HTA related educational program course for economics graduate students of the Kyiv National Economic University named after Vadym Hetman (KNEU). This study aims to create recommendations for development of educational programs in HTA and pharmacoeconomics for students in Ukraine.

METHODS: We performed a comprehensive review of the first HTA related educational discipline for economics graduate students, including key educational modules, learning objectives, and recommended information sources developed based on the analysis of and review of international practice in HTA and pharmacoeconomic guidelines.

RESULTS: 120-hours academic discipline titled «FORMING OF GLOBAL HEALTH ECONOMICS: NEW OPPORTUNITIES AND CHALLENGES» consists of two modules: the first one is devoted to the basics of health economics and the second - to the HTA international practices and directions of HTA implementation in Ukraine. Learning objectives of the discipline are aimed at forming a system of knowledge, methodological approaches and analytical skills in health care. As a result of studying the discipline, students should be able to analyze market access for pharmaceuticals and medical technologies, perform cost-effectiveness analysis in order to prioritize optimal management decisions at the corporate level and to inform decision-making processes in public sector. Recommended information sources offered to students for studying the course are ISPOR, EUnetHTA, NICE, ICER, AOTMiT documents, as well as national channels of information, such as the first HTA Guideline “The state health technology assessment for medicines” that was approved by the Order of the MoH of Ukraine №593 on 29 March, 2021.
