ACCESS AND UTILIZATION OF THE INSTITUTE FOR CLINICAL AND ECONOMIC REVIEW (ICER) VALUE ASSESSMENT FRAMEWORK (VAF) REPORTS IN HEALTHCARE DECISION MAKING

OBJECTIVES : This study aimed to evaluate utilization of the ICER VAF by examining the most frequently accessed ICER assessments from July 2018 to July 2019 among payers and other health care decision makers (HCDMs) in the United States.

METHODS : Data was collected from qualified, registered users on FormularyDecisions (FD). FD is an online platform that facilitates access to critical product evidence and supports a bidirectional feedback exchange between payers/HCDMs and manufacturers via syndicated surveys and other innovative methods. Registered users are able to access ICER VAF reports through the FD platform and answer syndicated survey questions related to these reports. The timeframe included in this assessment ranged from July 1, 2018 to July 1, 2019.

RESULTS : Within the study period, ICER completed 13 VAF assessments. The most frequently accessed ICER VAF assessments within the study timeframe were, in rank order: 1) Migraine, 2) Treatment Resistant Depression (TRD), 3) Spinal Muscular Atrophy (SMA), 4) Endometriosis, and 5) Asthma. Among all stakeholders, managed care organizations (MCOs, 45.18%) most frequently accessed the top 5 assessment materials, followed by providers (20.34%) and pharmacy benefit managers (16.7%). The Report-at-a-Glance was the most frequently accessed component of the Endometriosis and Asthma assessments (54.8% and 43.5%, respectively), while the Revised Evidence Report was the most frequently accessed material for the Migraine assessment (84.6%). For the TRD and SMA assessments, users most frequently accessed the Draft Scoping Document (41.2%), and Revised Scoping Document (32.4%), respectively. Users (n=18) found the executive summary (100%), comparative clinical effectiveness (94%), and value-based benchmarks (89%) to be the most useful sections of ICER assessments.

CONCLUSIONS : Access patterns indicate that, among all stakeholders, MCOs most frequently access ICER VAF assessments. The Draft Evidence Report, Final Evidence Report, and Report At-at-a Glance are generally among the most utilized ICER assessment materials, although specific patterns vary by evaluation topic.
