OBJECTIVES: Estimate the necessary financing to guarantee the protection of the right to health of the population without insurance coverage in the national territory (Emergency Decree No. 017-2019, November 2019)

METHODS: A partial economic evaluation of disease cost type (EC) was performed. The study population corresponds to the population without national health insurance estimated by the INEI. This population will be covered with the Essential Health Insurance Plan (PEAS) whose per capita costs have been established by the Social Protection Commission in 2017 of the Ministry of Economy and Finance (MEF) using the standard costing methodology applied to each of the clinical management schemes (medical procedures and medications for the diagnosis, treatment and monitoring of the disease) of the Insurable Conditions of the PEAS. The total cost was adjusted for supply, demand and adherence factors

RESULTS: The hypothetical cohort of the population without health insurance is 4.5 million nationwide for the year 2019. The total cost for coverage of care to this population per year is $ 2,154 million for the total delivery of benefits to the entire population at risk, that is, without adjustment in demand, supply and adherence. If adjustment is incorporated into these factors, the financial estimate is 694 million dollars. The public budget for the health function for the year 2019 was 4,412 million dollars

CONCLUSIONS: The total annual cost for coverage of care for the population without health insurance nationwide is $ 2,154 million. This amount represents 48.8% of the public budget for the health sector.
