ECONOMIC EVALUTION OF TOBACCO SMOKING EFFECTS IN THE RUSSIAN FEDERATION

OBJECTIVES : Tobacco smoking is a serious threat to human health. According to the data from national Ministry of Health 300 thousand people die every year from diseases caused by smoking in Russia. Mostly smoking is the cause of non-communicable diseases such as malignant tumors, heart and respiratory diseases. The aim of the study was to assess the economic burden of the tobacco smoking effects in the Russian Federation.

METHODS : To assess the economic consequences of smoking to the state the cost-of-illness analysis for tobacco smoking was carried out. Direct costs included the cost of economic burden of tobacco-related diseases: chronic obstructive pulmonary disease (COPD), malignant tumors, acute myocardial infarction (AMI), coronary heart disease (CHD), gastric ulcers, dental disease and congenital malformations in children of smoking mothers. Indirect costs included: losses gross domestic product (GDP) due to premature disability, premature death, reduced productivity, damage from fires due to smoking. To calculate the economic burden were found the data on the incidence rate of the population and the incidence rate due to smoking. The exchange rate used $ 1 = 62 RUB.

RESULTS : The amount direct costs were 18,9 billion dollars, the major share of the costs falls on the treatment of dental diseases (65%), the share of the costs on the treatment of COPD (17%) and malignant tumor (11%). As a result of the calculation of indirect costs, it was found that the amount of indirect costs for 2018 were 71,3 billion dollars of which: loss of GDP as a result of premature death – 65 million dollars; losses due to a decrease in labor productivity – 71,3 billion dollars; losses due to fires – 20,9 million dollars.

CONCLUSIONS : Economic burden of tobacco smoking in Russia was estimated at 90,3 billion dollars in 2018 year and amounted to about 5.4% of GDP per the year.
