Assessment of Equity in Healthcare Financing for Uganda

OBJECTIVES: To assess equity in health care financing and the extent of catastrophic health expenditure in Uganda.

METHODS: Study design: The assessment of equity in health financing in Uganda will rely on secondary data extracted from the Uganda National hold survey 2019/2020 to provide an updated analysis.

Data Sources: We will use national representative data from the Uganda National household survey 2019/2020. The survey includes comprehensive data on household consumption expenditure and health seeking behavior. The survey used a two-stage stratified sampling design with data collected. In the first stage, 1,651 enumeration areas were selected, then grouped into 15 subregions using probability proportional to size based 2014 National Population and Housing Census. In the second stage, 10 households per enumeration area were selected using Systematic Random Sampling method thus a total of 16,510 households was surveyed.

Social Economic standard: The household consumption expenditure will be used as a measure of social economic status.

Financing Incidence analysis: The two major sources of domestic financing ie Taxation and out of pocket payment will be analyzed. Data on out-of-pocket payment will be extracted from the national household survey.

DISCUSSION: This study will show the most recent status of health equity in Uganda and status of catastrophic health expenditure.

CONCLUSIONS: The study findings will inform government and policy makers on the progress made towards universal health care
