WITHDRAWN: The Impact of Health Care Reform on Induced Demand of Patients in Sari Public Hospitals, Iran

OBJECTIVES:
In Iran, health care reforms have been implemented in all public hospitals since 2014. The main objectives of this plan are to reduce the costs of patients' health and improve the quality of hospital services and access of patients to services. Implementing health care reforms has been associated with challenges, including induced demand In fact, the first service package of this plan (reduction of out-of-pocket for inpatient) due to free services without leveling can cause the tendency of patients and service providers to use false and excessive free services. Therefore, in this study, we have examined this challenge by examining the number of insurance prescriptions of outpatient pharmacies in public hospitals.METHODS: In this analytical study, outpatient prescriptions in two periods (2011- 2013 and 2014-2015) were obtained from the health insurance organization. Data analysis was done in SPSS software whit significant level of 0.05.
RESULTS: In the years after the implementation of health care reforms, the number of outpatient prescriptions in hospitals decreased and the average growth rate decreased from (4.14%) before the implementation of the health care reform to (-9.37%) after the implementation of the health care reform. But no significant difference was seen in any of the years before and after the health care reform.
CONCLUSIONS: The results indicate that the health care reform has no effect on the induced demand of patients to the inpatient ward, but considering that one of the hospitals in 2015 by undergoing angiography and angioplasty of heart patients has caused a large increase in the number of outpatient prescriptions. Therefore, it is suggested that another study be conducted in this field.
