Health Technology Assessment Implementation for Development of Basic Benefit Package in 2021 in Ukraine

OBJECTIVES

:
The aim of the study is to determine the impact of health technology assessment (HTA) implementation for the basic benefit package to justify the medicines inclusion on the National list of essential medicines in Ukraine according to new legislation.

METHODS

:
Analysis of HTA recommendations (https://www.dec.gov.ua/materials/derzhavna-oczinka-medychnyh-tehnologij-za-skorochenoyu-proczeduroyu/), which were carried out to implement the procedure for state HTA according to the Decree of the Cabinet of Ministers of Ukraine (CMU) # 1300 dated on 12/23/2020.

RESULTS

:
At the request of the Ministry of Health (MoH) and National Health Service of Ukraine, the HTA Department of the State Experte Centre MoH conducted the state HTA as by the rapid assessment procedure of 7 medicines by INNs (Amino acids, Fat emulsions, Colecalciferol for benefit package "Medical care for newborns in complex neonatal cases"; Alteplase, Norepinephrine for benefit package "Medical care for acute stroke"; Fondaparinux for benefit package "Medical care for acute myocardial infarction"; Methoxy polyethylene glycol-epoetin for benefit package "Treatment of patients by hemodialysis in an outpatient setting"). These rapid assessments consist of an analysis of the comparative efficacy, safety and impact on the budget of the medicines based on data from open sources of information. According to the results of the state HTA the medicines were included on the National list of essential medicines approved by the CMU Decree # 342 dated on 04/14/2021 (https://zakon.rada.gov.ua/laws/show/342-2021-%D0%BF#Text).

CONCLUSIONS

:
НТА will contribute to the creation of a system for the medicines selection for the purpose of their rational use and state funding, as well as improve patients' access to effective and safe, cost effective publicly funded medicines in Ukraine.
