PURPOSE
: The purpose of the workshop is to explore the challenges of conducting and using HTA in health care systems with multiple payers. Potential solutions will be discussed, using examples from a range of health care settings.DESCRIPTION
: Naoko Ronquest (12 mins) will discuss the findings of a literature review conducted for the ISPOR HTA Council Working Group on Challenges of HTA in Pluralistic Healthcare Systems. Potential challenges include; developing a critical mass (budget and expertise) for conducting HTA; contextualizing study findings to suit individual payers’ needs; sharing experiences on the use of HTA for decision-making in different environments;. Yingyao Chen (12 mins) will share experiences of HTA informing decision makers at national and provincial levels from China. In particular, how various decision makers at provincial level has consumed HTA findings and make a decision, including challenges and potential solution to harmonize the system. Devarshi Bhattacharyya (12 mins) will discuss the challenges in India from government and industry perspectives. Application of HTA for local decision making will be discussed. Nathorn Chaiyakunapruk (24 mins) will share experiences from Thailand where HTA is conducted at national level to serve 3 differing health insurance schemes and describe the revolution on how this national assessment was established. In addition, he will moderate the workshop and orchestrate the discussion. In addition to responding to several polling questions, workshop participants will be encouraged to share their experiences of HTA in pluralistic systems, from a payer, manufacturer or researcher perspective.Conference/Value in Health Info
