The Role of Patients In Health Technology Assessment Process - Experience of Taiwan OBJECTIVES As the health industry flourishing developed, patient involvement in health technology assessment (HTA) has become an important issue in Taiwan. According to the National Health Insurance Act, it protects the right for patients who can be invited to speak out their opinions and reported to the competent authority for approval. Based on the Act, some different mechanisms have been developed for patients, caregivers and patient organizations to get involved in Health Technology Assessment process, even in the reimbursement process in Taiwan. METHODS First of all, an online platform was built by National Health Insurance Administration (NHIA) which is for patients to submit their opinions for medicine or medical device . Second, the Pharmaceutical Benefit and Reimbursement Scheme (PBRS) will have two patient representatives(non-specific disease) regularly participate the committee since 2019 June.Third, the NHIA will invite disease-specific representatives of patient organizations sharing their experience in the PBRS joint committee for re-submission cases. RESULTS : Also, Center for Drug Evaluation (CDE) the organization that helps NHIA do HTA put the patient opinion in HTA reports since 2020 January. Last but not least, CDE hold a pre-meeting for regularly patient’s representatives(non-specific disease) that they can understand different disease and patient perspective, even discuss with the patient organizations those have shared their experience on the platform before the PBRS joint committee meeting . CONCLUSIONS In Taiwan, we try our best to be more considerate for the patient voice and make the society more equity.
