Market Access of Asthma and COPD Medications As a Tool to Increase Drugs Availability in Russian Federation

OBJECTIVES : Regular monitoring of drug availability, both with assessment of regulatory and legislative reorganization effects on drug management are essential to optimize healthcare work. Import substitution as the state policy is one of the main trends in the development of the Russian pharmaceutical market since 2011. The implementation of the policy resulted in the changes in the pharmaceutical market, affecting both foreign and Russian medications. Potentiation of the domestic pharmaceutical industry to produce inhaled drugs for the treatment of asthma and COPD is of high social and economic relevance. Aim: to access the availability of pharmaceutical substances used to produce inhaled asthma and COPD medications. METHODS : The geographical, graphic, logical, and structural content analysis of the data of the State Registry of Medicines was performed. The inclusion criteria were drug registration on the territory of the Russia, pharmacological group affiliation - drugs for asthma and COPD treatment (according to instruction). RESULTS : The analysis included 81 single drugs and 73 combined drugs. Monopreparations included anticholinergic and adrenergic bronchodilators, inhaled glucocorticosteroids. Russian Federation was on the third place among medical substance producers (13.6%). The leader were Italy (29.9%) and India (21.4%). Among produced exclusively from foreign substances there were vital-essential medicines: beclomethasone and a combination of beclomethasone with salbutamol and formoterol, fluticasone, fenoterol, a combination of ipratropium bromide and salbutamol. CONCLUSIONS : The results of the analysis demonstrated possible development prospects for the Russian pharmaceutical industry, as well as for foreign manufacturers who intend to localize production in the Russian Federation. The domestic production of pharmaceutical substances for inhaled bronchodilators and glucocorticosteroids is an important tool to increase availability. At the time of the study, there is a deficiency of domestic (local) suppliers of pharmaceutical substances for the named drugs in the Russian Federation
