Enhance Your Skills to Amplify the Patient Voice in HTA Across Central and Eastern Europe
Health technology assessment (HTA) plays a vital role in informing health policy decisions by evaluating the value of health technologies across multiple dimensions. Patient and public involvement ensures these decisions reflect the lived experiences, preferences, and needs of affected communities. While patient engagement in HTA has advanced across many European countries, the level of integration varies greatly between regions. In Central and Eastern Europe (CEE), patient access to new technologies remains more limited, and HTA implementation continues to lag behind Western European standards.
With the ongoing rollout of the EU HTA Regulation, this session explores the importance of strengthening patient representation in CEE HTA systems. Participants will examine barriers, opportunities, and best practices for advancing patient centricity, drawing on perspectives from policymakers, patient organizations, and the pharmaceutical industry.
Technical Topics Include:
• Overview of HTA processes and patient involvement across Europe
• Regional disparities between CEE and Western European HTA systems
• Key barriers and facilitators to patient participation in policy and access decisions
• Implications of the EU HTA Regulation for CEE patient representation
• Frameworks for integrating patient centric value elements in technology assessment
This Course Includes Practical Tools and Concepts That Can Be Immediately Applied, Including:
• Group discussions on strategies for strengthening patient representation at national and EU levels
• Techniques to ensure assessments reflect patient experience, caregiver burden, and quality of life
• Advocacy approaches for promoting meaningful, sustainable patient involvement in CEE HTA systems
