OBJECTIVES: Argentina's fragmented health care system is composed of three sectors poorly stewarded by the MoH: public, private, and social security. Though economic considerations to prioritize resource allocation are increasingly being accepted, the application of HTA to inform decisions is still very limited. The Institute for Clinical Effectiveness and Health Policy (IECS), the main Argentina's agency, provides HTA reports (HTAr) to public and private institution covering more than half of the population. Our objective was to assess the impact of IECS's HTAr on institutional policy decisions. METHODS: A self-administered web-based confidential survey was administered to decision makers from institutions that commission HTAr, as well as registered users of freely available web-based HTAr. RESULTS: From 289 completed surveys, 75% of respondents reported accessing HTAr at least once a month. 70% considered they were useful for decision-making most or all the time; 65% stated HTAr had a high influence in their organization; and answered the policy question totally or almost totally 45% of the times. Most of the documents were used to define coverage policies (49%), elaborate a practice guideline (44%), reshape health services (37%), arrange referrals (21%), frame indications for a technology (17%), define capital investments (10%) and respond to legal demands (9%). Quality and applicability was considered very good or excellent by 85% of the respondents. CONCLUSION: IECS's HTAr are perceived as highly influential for decision-making in organizations from the different health subsectors. Its main uses are to define coverage policies as well as to respond to individuals requests for contingent decisions.
