PURPOSE: It is estimated that healthcare globally contributes 5-8% of the rising CO2 emissions with hospitals and manufacturers contributing the largest share. Strategies to reduce CO2 emissions implemented in some countries range from taxation to green public procurement policies (GPP). Whilst environmental considerations – e.g. reduction of waste, water and air pollution – increasingly get included into national policy objectives for “sustainable healthcare” there is little recognition of sustainability in HTA and National Pricing & Reimbursement (P&R) processes. Reasons may include low public awareness of wider unmet need, methodological challenges how to value diverse product benefits and the cost driven by environmental damage (social cost of carbon; SCC). Purchasing decisions in cash strapped systems may also primarily be price-driven. Whilst the product-driven social cost of CO2 emissions could be significant it is rarely included in economic analyses and in value assessments. The purpose of this workshop is to discuss options how to provide more incentives for green sustainability in health care at product level. The panel will present and discuss opportunities and challenges of systematically including ecological benefits of health technologies into value assessment and P&R processes. DESCRIPTION: Carolin Miltenburger will start the session providing a review of published literature and results from recent expert interviews. Sonia Roschnik will present work from the SDU on policies and practices in healthcare systems to reduce waste and CO2 emissions. Mike Baldwin will discuss the topic from an industry perspective and present a case study. Mark Sculpher will reflect on the challenges for payers, health systems and governments.
