ISSUE: Assessing the impacts of medical technologies on both health outcomes and the life-cycle costs systematically, instead of solely focusing on the price and quantity of products, in each procurement and Health Technology Assessment (HTA) process seems a vital paradigm change towards a value-based evaluation of the medical technologies. However, there are several challenges, such as accessibility, availability, affordability and acceptability, in putting these innovative approaches into practice. This issue panel will discuss the practical challenges in the context of national and hospital-based HTA and value-based procurement practices as well as the potential solutions, from different stakeholders’ perspectives to foresee the environment in the next decade. OVERVIEW: Over the recent years, the alleged pressure and inefficient use arising from significant costs and resource requirements of medical technologies on the budgets has required decision-makers to make effective resource allocation decisions at the national and local level. However, the current procurement and HTA practices have not been fully evolved into comprehensive evidence-based processes that capture all aspects of the value generated from medical technologies. Decision-makers need to overcome these tough resource allocation decisions, which involve value conflicts and multiple objectives. This issue panel will outline the use of relevant emerging methodologies and innovative approaches in evaluating the value of medical technologies. The objective of this panel is to bring together a moderator with a strong academic and methods background, and panelists representing the perspectives of the industry, national and hospital based HTA bodies. During this debate moderator will probe on the expectations and willingness of different stakeholders for the changing paradigm in the evaluating and awarding of the value of medical technologies. Panelists will share their perspectives on the challenges and the potential pathways forward in evaluating the value of medical technologies.
