CANCER DRUGS FUND (CDF) IN THE UNITED KINGDOM- A 2-YEAR ANALYSIS

OBJECTIVES: In July 2016, a new approach to oncology product funding launched including a new Cancer Drugs Fund (CDF). The CDF is in place to provide early access to innovative treatments through interim funding (IF) and Managed Access Agreements (MAA), while also funding legacy indications (LI) transitioned from the old CDF. Our study is designed to critically assess the utility of the CDF for patients, the NHS and pharmaceutical manufacturers.

METHODS: A live database is maintained, tracking NHSE CDF List publications and associated MAA. Analysis enables assessment of pathways, funding breakdown and LI, IF and MAA durations.

RESULTS: Prior to January 2018, 62 CDF List versions, covering 50 drugs (98 indications, 1-10 indications / drug), were published and included in the database. 59 (60%) are LI; 25 have since received baseline funding, 4 directly and 21 via IF. For those receiving IF, this was granted after 5.5 months (SD:2.8) and lasted 4.0 months (SD:1.4). 14 LI were not recommended for baseline commissioning and exited the CDF after 9.3 months (SD:4.9). Of the 20 remaining LI in the CDF, 3 are receiving IF and only one is under a MAA. CONCLUSIONS: Our study is able to provide insight into funding opportunities for manufacturers as well as expected CDF durations and outcomes. While MAAs remain underutilized and 34% of LI remain in the CDF, IF is already successfully leading to earlier patient access and funding of innovative treatments. In light of future NHSE publications (to July 2018), a complete 2 year timeline analysis will be presented with additional financial analysis.
