PURPOSE: As agencies are looking for approaches to make resource allocation decisions, there are number of non-mutually exclusive economic evaluation frameworks that provide holistic and participatory approaches to appraise and prioritise health technologies. These range from the use of explicit cost-per-QALY thresholds to deliberative decision making. However, it is not clear which approach for priority setting is best. The objective of the session is to report and discuss experience in applying these different methods in several regions of the world, and to highlight the opportunities and challenges. It is intended for a broad audience including policy makers, researchers working to advise ministries of health and national health insurance plans as well as development funders. It is anticipated that there will be an interactive discussion with the audience on lessons learned from applications in diverse contexts, and on future developments and collaborations.
DESCRIPTION: The panel speakers will report and discuss experience in applying these different methods in several regions of the world, and highlight their relative advantages and disadvantages. This session will start with Praveen Thokala presenting different ways of priority setting (explicit thresholds, deliberative process, multi criteria decision analysis) and their characteristics (e.g. theoretical basis, evidence requirements, skills needed, etc). Manuel Espinoza will present his experiences in supporting Latin American countries to make resource allocation decisions for healthcare. Aurelio Mejia will present his experiences of working in Colombia, where they are in the process of moving from one health benefit plan system to a negative list. At the end, we will highlight the challenges and opportunities of these different approaches for supporting HTA decision making), and discuss their relative advantages and disadvantages. This will be followed by an interactive discussion with the audience on lessons learned from applications in diverse contexts, and on future developments and collaborations.
