PURPOSE: To examine the performance of drug pricing benchmarks commonly used, and highlight the need to develop pricing standards to enhance the transferability of data across jurisdictions.
DESCRIPTION: The transferability of data to other contexts or settings has been a major challenge, particularly estimates of prices/unit costs. Studies estimating drug costs in US economic evaluations have traditionally used Wholesale Acquisition Cost (WAC) or some percent discount of Average Wholesale Price (AWP) to compute to a WAC equivalent. WAC is considered to more closely reflect the actual transaction prices compared to AWP, but it is also considered to be an overestimate of the true acquisition cost because it does not reflect discounts, rebates or reductions in price. The variation in pricing methodologies has implications for decisions on reimbursement, clinical practice and policy making. This workshop will: (1) Provide an overview of the different types of drug price benchmarks; (2) Illustrate using a cost-effectiveness (CEA) example how estimating drug cost using an alternative drug price benchmark to the WAC price can impact results; and (3) Discuss the implications of a lack of drug pricing standards and the need for a more reliable measure for economic evaluations.
