ISSUE:  The ISPOR Special Task Force (STF) has produced a scientific policy white paper that reviews relevant perspectives and appropriate approaches and methods to support the construction and use of high-quality health care value frameworks with the objective of enabling more efficient health sector decision making in the United States. The white paper’s key points and recommendations will be presented by one of its co-chairs, and its contributions and limitations will be discussed from the perspective of three key stakeholder groups: patients, payers, and the non-US audience. Does it capture the aspects that patients value well enough? Will it be useful to, and used by payers? Does it add anything to what leading non-US countries with HTA bodies already take into account?  OVERVIEW:  In the last few years, a number of value assessment frameworks have been developed as the health care system has moved toward a value-driven approach that focuses on evaluating therapeutic options based on health outcomes, value to the patient, and effectiveness compared with other potential treatment options. The currently available frameworks, however, are widely diverse in their approaches, and this inconsistency can lead to variable evaluations of treatments. A need therefore existed for a robust discussion of relevant perspectives and appropriate approaches based on the decision context. ISPOR convened the STF, comprised mainly of health economists, to produce this methodologically based policy white paper. Key stakeholders were engaged throughout the development of the white paper to help to frame the scope of work for this white paper and to review and comment on the STF’s work progress and products.
