PURPOSE: The purpose of this workshop is to review good practices and issues related to translating evidence to policy, with an emphasis on HTA practices for pharmaceuticals and medical devices. There will be an open discussion of what may be considered best practices and where there is still need for improvement or a recognized international standard. DESCRIPTION: Using evidence to inform population-based health care decisions after regulatory approval is a fast-growing policy and science field. Identifying good practices is an important step forward in capacity building and education. Workshop participants will be presented with some examples of best practices and guidance identified through a review. There will be an emphasis on HTA approaches to informing population-based purchasing and reimbursement and formulary decisions, and HTA intended to broadly inform clinical practice through clinical practice guideline or pathway development will not be excluded. The workshop will identify and discuss evolving practices, including 1) stakeholder engagement and good practices in soliciting patient and industry input; 2) the role of equity and cost-effectiveness thresholds; 3) optimal methods to incorporate societal value including deliberative processes and multi-criteria decision analysis; 4) the role of affordability and use of HTA to inform pricing; 5) different approaches to implementing HTA findings. Members of the group will present examples of potential good practices, and half of the workshop time will be a shared discussion with workshop participants that will include identifying what constitutes a good practice and whether there is a need for better guidance.
