PURPOSE:  The primary objective of this workshop is to highlight the key aspects of existing value frameworks, and to discuss whether these frameworks can adequately assess the available evidence to inform decision makers about the value brought by precision and personalized medicine (PPM) technologies. Participants will acquire an understanding of a) types of PPM, b) existing value frameworks, and c) unique information required for assessing value of PPM technologies. Participants will then contribute to a hands-on activity focused on the suitability of these frameworks for assessing the value of PPM technologies through a real-world example. The discussion arising from these activities will help identify gaps and generate suggestions for strategies to characterize and evaluate the value of PPM technologies from the perspective of the payer. DESCRIPTION:  Dr. Susan Snyder will provide an overview of PPM; including the tools that are currently available (e.g., prognostic, diagnostic, and treatment-related), unique data elements associated with PPM tools, and how key stakeholders in the real world utilize PPM tools (e.g., health care systems, regulatory bodies, health care providers, and patients). Dr. Simran Tiwana will provide an overview of two value assessment frameworks, the US based ASCO conceptual framework and the EU based ESMO clinical benefit scale, including their key features and limitations in relation to the evaluation of PPM technologies from the payer perspective. Dr. Christine Lu and Dr. Diana Brixner will then present a next-generation sequencing panel test to run past the ASCO and ESMO frameworks. Workshop participants will evaluate this PPM technology via the presented frameworks through an audience based response system. At the end of this interactive session, Drs. Lu and Brixner will facilitate a discussion to summarize gaps and proposed solutions to address these gaps.
