BUDGET IMPACT ANALYSIS OF BIOLOGIC DMARDS IN COLOMBIA

OBJECTIVES:to estimate the BIA if the use of bDMARDs decreases METHODS: By following Budget impact schematic proposed by ISPOR TASK FORCE, the target population was identified. The data of resources utilization was obtained from the follow-up of 345 patients with arthritis for two years. Costs were adjusted for inflation and expressed in US dollars for the year 2016 (average exchange rate 2016). The biological use rates were taken from the report of high-cost diseases for Colombia and projected for five years. Additionally, the BIA was expressed in annual per capita Premium (APP). RESULTS:The biologicals use rate of 30% on year 1 is equivalent to 3,795,138 of APP and 10% in the fifth year to 1,313,199. The impact of 30% use of biological therapy in 2016 represents the US $ 1,312. 583.981,60 and for 2020 it is estimated to be US $ 496,715,298 CONCLUSIONS:The % impact on APP would be reduced from 703% in the base year (2016) to 215% in 2020. The impact on the budget for the treatment of rheumatoid arthritis in Colombia demands very high economic efforts, which will put pressure on the regulatory institutions of the country to implement control measures and to monitor the very high-cost technologies.
