THE NORMAL REIMBURSEMENT PROCEDURE OF THE PHARMACEUTICAL SUBMISSIONS BETWEEN 2013 AND 2015 IN HUNGARY - NEEDS AND RESULTS

OBJECTIVES:  The application for reimbursement procedure in Hungary can be started by external application, submitted by the holder of the marketing authorization or ex-officio, launched by the National Health Insurance Fund Administration (NHIFA). The most common method is the submission of a reimbursement dossier to the NHIFA by the manufacturer. The NHIFA regularly updates a public informative database on the submitted applications’ procedures. Our objective was to identify the potential trends related to the reimbursement process based on the submitted applications and the results of the reimbursement procedure. METHODS:  In our analysis, we sorted the reimbursement applications for normal procedure by date (between 2013 and 2015) from the NHIFA’s informative database dated 22-03-2016. We analysed the process of these applications and the relevant data in the application forms according to several criteria, and the reimbursement data of the already approved pharmaceuticals. RESULTS:  The proportion of approved submissions was 54% in 2013, 56% in 2014 and 35% in 2015. The number of submissions waiting for decision is the highest in 2015. The proportion of these submissions was 56%. The most frequently requested financing method for pharmaceuticals was item-based reimbursement; the second was indication-linked 100% (EÜ100%). The results also show that the decision makers accepted the originally requested price in the majority of the products that got reimbursement. In the case of those products that got reimbursement, but their accepted price differed from the originally applied one, the accepted price was lower than the requested in almost every case (the amount of the reduction varied between 2-44%). CONCLUSIONS:  By evaluating the data available in the applications for reimbursement procedure and the NHIFA’s informative database, the manufacturers and the decision makers could get useful information regarding the reimbursement process. These evaluations also help the reimbursement process to be more transparent.
