OBJECTIVES: The institutional establishment of health technology assessment (HTA) in Ukraine began with the incorporation of the HTA Department at the State Expert Center of the Ministry of Health of Ukraine (MoH) in January 2019. This research aims to explore achievements of the four-year period of implementing HTA in Ukraine as well as future plans.

METHODS: We conducted a precise data analysis with the help of pivot tables to obtain analytics on HTA achievements and comprehensive review of HTA legislation to determine future plans regarding HTA implementation in Ukraine.

RESULTS: After the establishment of the HTA Department, active preparation of the legislative basis began. At this stage, the most significant events were adoption of the Decree on state HTA in 2020 and approval of HTA Guidelines for medicines in 2021. As of the beginning of 2023, at the stage of practical HTA implementation, there are 72 publicly available HTA conclusions with recommendations, which include 24 HTA conclusions for MoH based on company submissions and 48 HTA conclusions under the abbreviated procedure at the request of the MoH. Based on HTA recommendations 27 medicines were included on the National essential medicines list (NEML) and 10 medicines were procured under the mechanism of managed entry agreement (MEA). Four-year period achievements also include more than 20 educational training sessions for industry and healthcare settings representatives. Ambitious future plans of continuous HTA development in Ukraine include particularly capacity building efforts, development and approval of HTA Guidelines for medical devices and accordingly HTA of medical devices.

CONCLUSIONS: The process of the HTA development in Ukraine is an illustrative example of successful implementation of the new objective and transparent tool for decision making process in health care that helps to improve patient access to medicines.
