MANUFACTURER PERSPECTIVES OF ICER IMPACT ON PAYERS

OBJECTIVES

:
The objective of this research is to understand manufacturer perceptions of current and potential impact of ICER assessments on payer decisions.

METHODS

:
2,034 manufacturer employees were invited via email and social media to participate in a 28 question web-based survey from April to July 2018. To be included in the study, respondents had to be currently employed by a pharmaceutical manufacturer. 20-minute telephone interviews were conducted with 4 respondents to extrapolate aspects of the survey results. Descriptive statistics were used and presented as word counts and percentages.

RESULTS

:
A total of 42 respondents met inclusion criteria for the web survey. 74% are moderately or extremely familiar with ICERb reports, organizational structure, processes, and personnel. 60% believe ICER is only somewhat or slightly influential on payers. 73% said their organization has actively prepared a response to a draft ICER report in the last year. ICER report preparations most commonly begin when ICER announces a single technology or class appraisal involving a product of interest (53%). The top 5 most widely read ICER reports are in CAR-T, MS, RA, NSCLC, and Type 2 diabetes. Manufacturers most frequently create an ICER report plan of action, hire external consultants to conduct a needs analysis, and prepare their senior leadership team through training initiatives. 40% believe it is extremely unlikely or unlikely that they would match a recommended list price to an ICER valuation; 30% believe it is likely or extremely likely they would match their list price. Manufacturers believe payers find value-based benchmark prices (30%) to be the most valuable part of an ICER report.

CONCLUSIONS

Manufacturers believe that payers will more frequently make use of ICER assessments and they are becoming more proactive by integrating ICER requirements into their evidence generation and market access strategies. Manufacturers are reluctant to adjust pricing and rebates to match ICER assessments.
